1/5/2007 新措施将对离境及转机旅客在手提行李中携带液体、喷雾剂以及胶状物（Liquids,AerosolsandGels,简称LAGs）作出限制。

在新规定下，飞机乘客在手提行李中携带的所有液体、喷雾剂及胶状物，必须分别储存在容量不超过100毫升的容器中，而且必须纳入容量1公升、可重复使用的密封透明塑胶袋内。如果这些用品不能全装在塑胶袋内，就是违反规定，不能带上飞机。

条例也限制，每名乘客一次只能携带一袋受限制的用品，塑胶袋也必须完整地密封起来。稽查人员在做登机前保安检查时，会要求搭客交出塑胶密实袋单独检查，不符合规定的东西都必须丢弃。

　　乘客所使用的必须是可重复使用的密实袋（Ziploc）之类，这类袋子可在一般超市购得。没有携带密实袋的搭客，也可以在机场的便利店内购买这类袋子。新条例只针对手提行李，托运行李则完全不受限制。

新限制将不包括药物、特别膳食及婴儿食品（如奶水、粥、果汁和奶粉），不过搭客只准携带飞行途中所需的份量。搭客也必须能够证明（如携带医生证明书），而且随身携带的药物与食物是供自用或婴儿服用。在必要的时候，稽查人员还可能会要求搭客现场服药或吃掉所携带的食物。

飞机搭客在机场离境厅内购买免税酒、香水和护肤品时，店员会将旅客所购买的物品以机场特制的袋子密封起来并夹上购物单据，搭客在登机前不可将特制袋子撕开。搭客携带这类特制密封的购物袋，数目不受限制。
